Struggling with Draft Tracker rankings

I am either really confused by the pre-draft rankings or something is wring (maybe on my end).  I am in a standard 5x5 10 team league.  I am looking at the draft tracker's rankings based on my league settings and, out of the top 200 players, I have 18 non-closer relievers.  I understand that some of them have some value like Kenley Jansen, but this seems WAY out of whack.  I do notice that, at least according to the grid, it is only displaying games and not innings; is the program weighting (expected) innings pitched?

Just to arbitrarily pick a name, I guess I struggle with Koji Uehara being ranked at 92 ahead of Huston Street, Mariano Rivera, Joe Nathan, Mat Latos, Jon Lester, and Raffy Betancourt (and the list goes on). 

Am I missing something?  Am I using the Draft Tracker wrong?

You're using the tracker right, it's just not necessarily meant to be used to rank relief pitchers.   For me, I used the values to rank the pitchers for all those with 30+ projected saves, skipping over the middle relievers.  Though I did use the value on Kenley Jansen to justify to myself to pick him up as well, despite the lack of saves.

Yes, check out that thread that was posted. You see the z-scores, they reflect the expected contributions in each category and that's how the ranks are calculated. And IP is always a factor in ERA/WHIP calculations. Check the Player Rankings (actuals) for last season and you'll see a similar amount of MR finished in the top 200. For display options, click "Stats" and you'll see the projected stats for players, as well, and not just z-scores.
